ЦИФРОВАЯ ТРАНСФОРМАЦИЯ КАК ИНСТРУМЕНТ ПРЕОДОЛЕНИЯ СТРУКТУРНЫХ ДИСБАЛАНСОВ ДЕПРЕССИВНОГО РЕГИОНА (НА ПРИМЕРЕ ИВАНОВСКОЙ ОБЛАСТИ)
Аннотация
В статье представлены результаты комплексного анализа структурных дисба-лансов Ивановской области. Методология исследования включает системный и струк-турно-функциональный подходы, SWOT- и PEST-анализ, анализ статистических дан-ных за 2020-2024 гг. В результате выявлены три взаимосвязанных кризиса: глубокая де-мографическая депопуляция, гиперзависимость экономики от низкорентабельной обра-батывающей промышленности и фрагментированный характер цифровизации, усугуб-ляющий пространственное неравенство. В качестве ответа на вызовы предложено стратегическое видение до 2035 года с фокусом на формирование единого информацион-ного пространства (ЕИП). Определены четыре стратегические цели и система KPI, включая диверсификацию экономики, стабилизацию миграции молодежи, ликвидацию цифрового разрыва и переход к data-driven управлению (более 70% решений на основе дан-ных ЕИП). Реализация предлагается через отраслевые цифровые проекты («Цифровая фабрика», «Красная нить Иваново»), механизмы государственно-частного партнерства и всеобъемлющие программы развития цифровых компетенций.
