DEVELOPMENT OF CRITERIA FOR THE EFFECTIVENESS OF THE SOCIAL AND LABOR FLOW OF THE INDUSTRIAL REGIONAL AND INDUSTRIAL COMPLEX
Abstract
The article discusses the flow approach to human resource management. It is proposed to analyze the socio-labor flow – the change in the parameters of socio - and labor-active groups of people involved in economic systems of different levels. The article considers a multi-factor structural assessment of all components of the social and labor flow of the industrial regional-industrial complex using specially developed criteria: the flow reserve and the adaptability of the flow. The "flow reserve" criterion evaluates the degree of utilization of the flow potential. The flow potential is the maximum possible aggregate (integrative) return of the flow elements resulting from their full use, taking into account the synergy of interaction of both individual subjects and grading groups. Adaptability refers to the ability of the flow to respond quickly and flexibly to changes in the external environment, which minimizes the risks from disturbing factors. The content of the criteria and formulas is presented.
