СРАВНИТЕЛЬНЫЙ АНАЛИЗ РАЗВИТИЯ КРЕАТИВНЫХ ИНДУСТРИЙ В РОССИЙСКИХ РЕГИОНАХ
Аннотация
Актуализируется значимость развития в регионах креативной экономики и креативных индустрий. В подтверждение актуальности данной проблематики приведен перечень российских конференций и форумов 2024–2025 годов, посвященных теме креативных индустрий. Показано расширение институциональной среды развития креативной экономики в регионах России. Отражены задачи, стоящие перед федеральной и региональной властью по разработке нормативно-правовой базы и мер поддержки креативных индустрий. На основе методики расчета Российского регионального индекса креативных индустрий НИУ ВШЭ авторами проведен сравнительный анализ развития креативных индустрий в динамике за 2023–2024 годы четырех регионов: Владимирской, Ивановской, Костромской и Ярославской областей по укрупненным группам факторов: «Социально-экономические условия», «Культурная среда»; «Экономика креативных индустрий», «Поддержка креативных индустрий». Для сравнения приведены показатели Москвы и Санкт-Петербурга как регионов-лидеров по развитию креативной экономики. Проанализированы индивидуальные профили регионов по развитию креативных индустрий по группам показателей ранжирования. Отражены факторы развития креативных индустрий, в том числе факторы их поддержки в мегаполисах и крупнейших городах, в крупных индустриальных центрах, в малых промышленных регионах, в исторических поселениях. Поднят вопрос о региональных моделях развития креативного сектора экономики. Выделены наиболее выраженные креативные специализации регионов. Сделаны предложения по развитию креативных индустрий во Владимирской, Ивановской, Костромской и Ярославской областях. Акцентировано внимание на подготовке специалистов креативных индустрий. На примере Ивановской области показано, что важную роль в развитии креативной экономики играют колледжи и техникумы региона.
