ПРОЕКТНЫЙ ПОДХОД К УПРАВЛЕНИЮ РАЗВИТИЕМ МАЛЫХ ГОРОДОВ
Аннотация
Актуализированы проблемы малых городов: отсутствие досуговых учреждений для населения, высокий уровень безработицы, изношенность объектов жилищнокоммунального хозяйства, старый жилой фонд, низкое качество социальных услуг, неразвитость городской среды и пр. Рассмотрены последствия функционирования данных проблем в малых городах: низкое качество жизни, миграция населения в более крупные города России, снижение рождаемости в малых городах, рост смертности и др. Описаны федеральные успешные программы и проекты поддержки малых городов, а также меры государственных органов власти, направленные на повышение качества жизни населения в малых городах. Актуализирован кадровый вопрос к решению проблем в малых городах, который решается путем открытия направлений подготовки студентов, позволяющих готовить квалифицированных специалистов, которые смогут, комплексно, используя современные инновационные тенденции в управлении, решать проблемы и развивать малые города России. Описана значимость создания Центров исследования малых городов, лабораторий урбанистики в регионах. Изучены успешные практики развития малого города Шуя (Ивановская область). Использование положительного проектного опыта по преобразованию малых городов и поддержке реализации новых актуальных проектов в них имеет важной значение для улучшения качества жизни населений. Предложен социальный проект по развитию досуговой сферы в городе Юрьевец.
