THE SPECIFICS OF REGIONAL FINANCE ON THE EXAMPLE OF THE IVANOVO REGION
Abstract
In the context of the increasing role of regions in the socio-economic development of the country and the increasing differentiation of the subjects of the Russian Federation, the study of the specifics of the functioning of regional finance is of particular importance. The article examines the specifics of the formation and use of financial resources at the level of a constituent entity of the Russian Federation using the example of the Ivanovo region. The main attention is paid to the analysis of the structure of regional budget revenues and expenditures, the ratio of tax and non-tax revenues, as well as the impact of inter-budget transfers on the stability of the regional budget system. The study is based on statistical data from recent years, regulatory legal acts, and official reports from executive authorities. The analysis revealed key problems hindering the development of the region's financial base, including limited own income, high dependence on federal support, and uneven budget financing. The article suggests measures to optimize fiscal policy, including increasing tax autonomy, stimulating investment activity, and optimizing budget expenditures. This research is comprehensive, combining theoretical analysis with a practice-oriented approach, which allows for a deeper understanding of the specifics of regional finance in the modern economic environment. The presented conclusions and recommendations can be useful for state and municipal authorities in developing strategies for the socio-economic development of the region. The materials of the article may be useful to researchers dealing with issues of regional economics and finance.
